I'm sorry, if you are counting on any backup qb to win you games you are being unrealistic. Look at the cowboys - Dalton was considered one of if not the best backup in the league, and the teams performance still dropped dramatically.
If your starter goes down for any length of time due to injury your just screwed, and therefore I think the importance of backup QB is way over blown.
It's sort of like saying an NBA team doesn't need a backup point guard.
I'm counting on a backup quarterback to be able to competently run the team if the starter gets injured.
It's not just about winning but an adequate backup quarterback can give a team a short term chance to win.
