I don't think that one is on Whis. Vikes had been jumping offsides quite a bit, but Skelton took too long before trying to draw them into that penalty.

Right, so if that is the case, as the coach you call the timeout before he penalty. He has done this plenty of times in the past. That makes me think that it was a ploy by Whis to get them to jump while having no intention to snap the ball. If this is not the case, then it is on Skelton and Whis for bs execution.
