I'd say fudge Keim, marry Graves, kill Ossenfort. At least Keim knows how to have a good time and Graves, though slow and plodding, is a steady kinda guy![]()
Keim could not draft at all. Monti's record is not great either, but at least his picks are backups, most of Keim's picks didn't even make the team after a year.
Keim resorted to trades for old players to boost immediate results, most of which gave up too much for a decent drafting GM but for him they were OK because the picks in his hands were usually worthless. He was not even attempting to build for the future because even he knew he sucked at drafting.
I don't really think it's close, I take Monti every time over Keim.

These were all absolute HRs. Kyler, for all his faults, is far more accomplished than any of Ossenfort's pick's to date with 2 pro bowls.
Then you get into the trades of Palmer, Veldheer, DHop, and Chandler Jones it's just a chasm of difference in talent acquisition.

Monti, on the other hand, gets to be in perpetual wait and see mode despite having top 5 picks in 3 of his 4 drafts.
He took several gambles on talented players coming off of injuries in college. That has not panned out so far. Can Nolen, Johnson, G Williams, Benson and BJ (both of whom are likely to get cut), etc get a full season under their belts? If so, we could surprise and win maybe 4 or 5 games and look at something to build on.Perpetual wait and see?
Nolan barely played last year. Harrison has not been targeted like a number 1 receiver. When Wilson finally was last year - he looked damn good. Benson has played like 3 games. Ojilari has missed most of his available games to injury. Robinson does appear to suck - but everyone whiffs on firsts occasionally.
How the players are used and their availablility does matter - a lot.
