No, they cannot, unless they've never lifted before. In the first year, it is possible to add 20lb, maybe even 25. Every subsequent year, that's cut (roughly) in half. Assuming he's done some strength training in college, his ceiling is about five pounds a year. You can gain a bit more if you also add fat, but 15lb in an offseason (or even a year) with 80%-20% muscle to fat distribution is physiologically impossible.

If Luka said the same, I'd probably believe him because I know he never touched a dumbell in Europe, and it doesn't sound like he ever took it seriously while he was in Dallas. He is probably closer to 20-25% body fat percentage while Oso is probably at 10-15% body fat percentage and it's obvious he's done weight training.
