It's not WR's. He has one of the worst catchable ball rates in the league and one of the worst EPA's. This past year he had a 33% comp rate on balls over 20 yards. If there are stats for interceptions on deep balls I'd imagine Kylers is very poor too.
They aren't throwing deep because they are managing it out of his game.
I don't know what happened, 2019 and 2020 he was great. He was great with Pharaoh Cooper, Christian Kirk and the dying embers of Larry Fitzgerald. It's not the build of his receivers, it's him.
