The other 13 are executing a cap management strategy they've been developing since last season ended. It reminds me a bit (although different sport) of the Liverpool Alexander Isak saga. Isak does very well and is verbally promised that he would get a substantial raise. They then tell Isak that he isn't getting that raise and then formally puts in a transfer request. If he would have done that sooner, he might have already been a Liverpool player. Now other players have signed and Newcastle can't really afford to let him go anymore. Most of the players that they would have signed with that money have signed elsewhere.
