From what I understand, he is at the facility working out this week, but he is not participating in the rookie mini-camp...

Why wouldn't all the players want to participate in mini-camp? Even if it was just to throw the ball around and get to know their new teammates? It is their job after all.

There's a certain number of practices that players can participate in during the offseason. Rookies are allowed more. But, Vets can't work at every rookie camp practice even if they want to. Blake wasn't there yesterday because of that reason. McCown has been, but he will sit out a practice or two later this week.
