It's a terrible gaming of the system that allows stingy owners to pretend like they're trying to be competitive when they really aren't. "See, we spent almost all that cap space!" Yes, by using it to retain talent either before you needed to or in a deal that could easily have been pushed over a number of years for the cap hit. That way, they don't have to try to add major talent via FA. They can claim they're trying when they really aren't.

Oh, he almost certainly will. Just like Rallis will most likely run something alike to Gannon’s defenses, even though I hope he will come up with something new.
