Are the KC Chiefs in compliance with the Rooney Rule?

The KC Chief brass spent Wednesday flying to Philadelphia and interviewing Andy Reid. Everyone says they are close to a deal that may include not only Reid as the HC but also his choice of a GM. (Heckert has been mentioned)

What happened to KC being in compliance with the Rooney rule for both of these positions??
I have not seen anything that they have interviewed any candidates other the Reid. Maybe they will pull off a token interview as Jerry Jones seems to do every time there is an HC opening in Dallas.

What happens if they don't interview a minority candidate? I don't know what the penalties are.
Also, knowing that it sounds like a foregone conclusion that they'll hire Reid, what if they cannot get a minority interview because the candidate realizes it is a token interview with no shot at the job?

I cant imagine what it would be like to show up to an interview and see that its just a fake ass interview to meet some requirement of your token minority interview.

I think the rule has already outgrown its usefullness. Thanks to guys llike Lovie, Dungy & Tomlin, I can't imagine there's an owner that won't hire a minority HC. Personally, I don't think there's enough short statured half Italian / Half Irish HC's in the NFL!!

Maybe because Reid will have full control (HC and GM) there's a loophole in the rule?
