Strategy: The Penalties Equation

the Cardinals' propensity for accumulating penalties is my most consistent grievance with them.
i haven't checked, but i assume they're among the worst in the league,
especially at picking up false starts
and i can't help but blame Kingsbury for their lack of discipline.
but, i also can't help but wonder...

what is the player thinking? and what is the coach thinking?
is it possible some think to themselves that it's worth the risk?
-- that getting even a half step on your opponent can make the difference
and if you get away with a false start or a grab more often than you get caught, that it may pay off.

i've haven't been a football fan my whole life so i'm wondering what more experienced fans thoughts are on the strategy of it.

They are tied for 4th or 7th highest amount, depending on how you look at it. This is an improvement over 2 years ago (worst)
