Pats and Bolts are in the same boat as the Packers in that they have a lot of good players on their roster and it doesn't do them much good to cut 6 of their 8 picks because there isn't roster space, so they'll trade their picks to move up and get a player they know will contribute. Contrary to popular belief I think that there will be a few teams looking to trade up.
Miami is a team that doesn't have any gaping needs, assuming they resign their own players. They will be looking to improve the interior of their offensive line and one of the Safety spots. Both are much easier to accomplish at #38 and #50 than it is with #15.
I have no rationale for why Philly does it, but they're 3rd and 4th round picks so I don't think it's that absurd.

#15: Julio Jones (WR-Miami)
Helps to numb the pain of Fitz leaving. If Jones didn't have some drop issues he'd be every bit the prospect that AJ Green is.
#17 Justin Houston (OLB-Georgia)
For my money the 2nd best OLB prospect in the draft. (Quinn) I think he will be an absolute steal at 17.
#18 Gabe Carimi (OT-Wisconsin)
I believe that Carimi can play LT or RT. For everybody that says he isn't a natural LT he kept Heyward, Kerrigan, and Clayborne to 1 sack total. Even if he never becomes a LT, he's a borderline probowl RT from day 1.
#28 Jimmy Smith (CB-Colorado)
A great CB prospect but 3 or 4 CBs won't be taken in the 1st round, especially not with so much talent available in the front 7. Teams looking defense will go OLB or D-Line.
#61 John Moffit (OG-Wisconsin)
Does it all for a Guard and is a steal at the end of the 2nd round. Pair him up with his old running mates in Carimi and Kendricks and the O-Line is no longer giving up 50 sacks.
#85 Nate Irving (ILB-NC State)
Thumper inside to play next to Washington. The defense is taking shape.
#102 Greg Little (WR-UNC)
Freakish athlete and is a different type of reciever than Jones. Little goes over the middle and likes the hitting and blocking part of the game where as most recievers shy away from it.
#103 Lance Kendricks (TE-Wisconsin)
Young QBs should always have a safety valve and Kendricks is just that type of guy. Some questions about his ability to block effectively but those are idiotic. Plenty of Big 10 LBs ended up on their ass because of Kendricks.
#133 Greg McElroy (QB-Alabama)
Young QB. Put some pressure on Skelton to improve and at the end of camp take the best QB and run with him. McElroy is the perfect game manager to win the NFC West and isn't so talented that Cards fans will be dissapointed to see him go when they find the QBOF.
#166 Jacquizz Rodgers (RB-Oregon State)
Wasn't really sure where to go here. My first thought was O-Line because you can never have enough fat guys, then I thought OLB but I didn't really see any players I liked. So I went in another direction and took a running back that's a big recieving threat out of the back field and a speed guy to the outside. Stephens Howling has appaarently impressed some people but I didn't see enough of him last year to promote him. I heard comparisons of Rodgers to Devin Hester and thought why not. Take a chance on him with a 6th rounder.
