According to this weeks (May 9, 2003) edition of Entertainment Weekly Magazine:

The DVD release of the second chapter of the Lord of the Rings trilogy will mimic that of the first. Like Fellowship, a two-disc edition of The Two Towers will arrive on Aug. 26, followed by the four-disc-I-can't-get-enough-Gollum set - boasting more than 30 minutes of reincorporated footage - on Nov. 18.

Save your euros kiddies. I'll probably end up buying both versions again since I'm such a sucker.

This probably means that like Fellowship, the 2-disc set will be the theatrical release only while the 4-disc set will be the bonus footage only. Marketing at it's finest.
