What's happening in this scenario is the Browns are taking highest ceiling Josh Allen at number 1 overall. But acknowledging that Allen has the lowest floor and is the most likely of the four quarterbacks to be a bust they hedge their bets by taking a second quarterback.
If Allen is a bust, they have a Plan B.
If Allen works out then they can flip the other QB for picks or whatever.
The other benefit is that the Browns won't be facing the potential of paying three guy (Myles Garrett and their two first rounders) top of the position money in five years.
