He served as the San Diego Padres General Manager from November of 1995 to October 2009. At the time of his firing he was the longest tenured GM. Let's try to figure out why that is and why the Diamondbacks hired him.
For the first installment we will look at his drafts. The following shows his 1st round and supplemental picks.
4 picks that produced more than 2 Wins Above Replacement.
10 picks that made the majors.
28 picks throughout 13 years that produced a total of 15.9 WAR.
Meanwhile we can look at the Diamondbacks draft history from the same timespan but with multiple General Mangers.
8 picks that produced more than 2 Wins Above Replacement.
14 picks that made the majors
23 picks throughout 13 years that produced a total of 59.6 WAR.

So you have 4 more Diamondbacks picks producing more than 2 Wins Above Replacement. You have 4 more Diamondbacks picks making the majors. You have these players generating a whopping 43.7 WAR more than the Padres players. This with 5 less draft picks.

Well maybe we have to look at the entire draft. I put together a list of players that are still active in MLB or in MILB and it gave me this. (I took out any draft picks that were not signed).

That would be a total of 49 players and 109.4 WAR

That would be a total of 50 players and 162.4 WAR
So a difference of 53 WAR.
Well I took the time to count up all the Padres draft picks that ever played in the majors (sans unsigned guys) and after all that, it came out to the players earning 116.7 WAR. Still less than 45.7 WAR than just the Diamondbacks draft picks that are still in MLB or in MILB.
That's a pretty significant difference considering we went through 3 different General Managers during that time span.
Even Josh Byrnes who people hated drafted Max Scherzer, Brett Anderson, Jarrod Parker, Josh Collmenter, Barry Enright, Wade Miley, Bryan Shaw, Collin Cowgill, Ryan Cook, Paul Goldschmidt, Tommy Layne, Evan Scribner, and a lot of our top 20 prospects currently.

So I think we can conclude that we didn't choose him to be our General Manager based on his draft prowess, something that seems important for a team that people claim to be on a limited budget.
Maybe it was his ability to scout players on other teams, or sign guys to reasonable contracts. Let's hope it wasn't because of his ability to build off what a previous general manager did, or to sell the farm that was built by others for a limited, futile run at a World Series.
