The NFL officially has all 32 teams in training camp. Tuesday marked the final reporting day, and the preseason is now just weeks away. However, quarterback news is already making headlines.
The Atlanta Falcons have reportedly signed former Dallas Cowboys quarterback Cooper Rush. Their top two quarterbacks, Tua Tagovailoa and Michael Penix, are both expected to miss time early in camp because of injuries.
That leaves the Falcons with only two of their four quarterbacks currently healthy. Here’s a look at the depth chart following Rush’s signing:

In a follow-up to the report of Rush’s signing, ESPN’s Adam Schefter indicated that Tagovailoa’s injury is not considered long-term. He is expected to return to full participation by next week.
Even so, the Falcons would be wise to carry four quarterbacks until roster cutdown day. Penix is still recovering from a torn ACL, and Tagovailoa has unfortunately developed an extensive injury history.

Atlanta won’t play its first preseason game until Aug. 14. It remains unclear whether head coach Kevin Stefanski will play Tagovailoa in that opener, even if he is fully healthy.

That creates an opportunity for both Rush and Strand to show the Atlanta Falcons, and the rest of the NFL, what they can do. Rush most recently played for the Baltimore Ravens in 2025, starting two games in relief of Lamar Jackson. He struggled in both appearances.
Despite those performances, Rush owns a respectable 9-7 career record as a starter. He has generally been a dependable backup throughout his career and could once again prove his value this preseason.
Rush’s best season came in 2022, when he posted a 4-1 record while filling in for Dak Prescott with the Cowboys. Dallas finished 12-5 that year and reached the playoffs, thanks in large part to Rush’s steady game management.
