College football's second transfer portal window officially opens Wednesday, igniting another expected rampant period of player movement.

With the House settlement still in the process of being finalized, and then to be implemented for the 2025-26 school year, this could be the last chance for players to maximize their value before third-party NIL deals worth more than $600 must be reported and "fair-market value" for legitimate business purposes to avoid counting against the proposed $20.5 million revenue sharing cap.

Big-spending Texas Tech already made waves in the Big 12 with the spring acquisition of Stanford edge rusher David Bailey, and Tennessee starting quarterback Nico Iamaleava — as first reported by On3 Sports — left the program after seeking to renegotiate his NIL compensation.

UCF's players will have had the better part of four months to get to know head coach Scott Frost and his staff and figure out what their roles come the fall could be. Similarly, Frost will assess what the Knights still need on their roster in order to compete within a deep, competitive Big 12 Conference.

  • Position: Offensive tackle
  • Height/Weight: 6-foot-4, 300 pounds
  • Hometown: Trenton, Tenn.
  • Years of eligibility remaining: 2
  • 2024 stats: 13 starts, 64.9 overal PFF grade, 25 pressures allowed, three sacks allowed
  • Details: An every-game starter for Tennessee State's first Ohio Valley Conference championship team in a quarter-century, Meadows spent two seasons at Tennessee. He posted PFF overall grades of 74.0 or better in five of his last seven games, though he was flagged four times for false starts in the Tigers' first-round Football Championship Subdivision playoff game against Montana.

Who is leaving UCF football via the transfer portal this spring?

Dylan Rizk

  • Position: Quarterback
  • Height/Weight: 6-2, 205
  • Hometown: Delray Beach, Fla.
  • Years of eligibility remaining: 3
  • 2024 stats: 6 games played (4 starts), 72-of-117 passing (61.5% completion rate), 904 yards, 5 TD passes, 2 INTs; 29 rushing attempts, 43 yards
  • Details: Rizk expressed initial excitement with Frost's hiring, but he was the fourth QB to take reps during the April 5 open spring practice behind Tayven Jackson, Jacurri Brown and Cam Fancher. He started the Knights' final four games of the Gus Malzahn era, and he provided a memorable performance in a Space Game blowout against Arizona (294 pass yards, 55 rush yards, three total TDs). Starting QB vacancies could be sparse across the Football Bowl Subdivision following the spring, but Rizk has time to develop and find another avenue, even if it's with an eye toward 2026.

Waltclaire Flynn Jr.

  • Position: Center
  • Height/Weight: 6-2, 304
  • Hometown: Grayson, Ga.
  • Years of eligibility remaining: 4
  • 2024 stats: Redshirted the season, did not appear in any games
  • Details: Flynn was not spotted with the offensive line group during the open portion of Tuesday's practice. Shortly afterward, 247Sports reported that UCF's highest-ranked offensive line recruit all-time plans to enter the portal without registering a career game. Though first-year position coach Shawn Clark stated a depth chart has not been set, Louisiana-Monroe transfer Carter Miller and sixth-year senior Cameron Kinnie were viewed as the likelier options to start at center.
