This makes no sense.

Goodell has been quoted as saying 'The worst thing that can happen is someone die on the football field while I'm commissioner.' PED's won't be the cause of that; hitting someone with a helmet might.

Can you imagine if he swung hard enough to do major damage?

God forbid that someone actually maim or kill someone with their helmet and suspending one game is all that Goodell did to try and prevent this?

I'd be suing the hell out of him and the NFL.

Goodell just seems to be getting it wrong on so many levels...

The NFL is in the middle of a huge class action lawsuit about player safety. Goddell has done far more to try and show the courts that the NFL is being as proactive as possible to keep the game safe. The efficacy of such efforts is debatable, but the bottom line is PEDs (which is typically seen as steroids, HGH, etc.; not psychotropic medications) take a back seat to someone getting physically assaulted with a helmet.

Even in baseball, where PEDs runs rampant and has been the focal point for both the commissioner and MLBPA, Delmon Young got the same punishment as a first-time PED user (50-game suspension) for throwing his bat at an umpire. All of this while all anyone cared about was cleaning up the game.
