Really the only complaint a fan can have about the play calling is if they it should be a run or pass. On the pass plays Palmer has options to throw the ball Long or Short or mid range. If you don't like the pass to John Brown that was picked then blame Palmer and Brown (he needs to high point balls better). Oh, and Brown was targeted because he is FAST and go behind the defender. Not enough field for that play because Palmer needed to throw it further up field.
