If all time from any media--I'd have to go with Disney's Pinocchio. If we're talking television, I've always liked 3 more than anything else:

Simpsons
Thundercats
Batman: Animated Series (before Robin)

As for cartoon, I'd have to say He-Man and Voltron.

As a kid we actually went down to the KPHO studio for a taping of the show. I don't remember it very well, but I was amazed at how small the set was - it looked much bigger on TV.
