Stefano Domenicali has indicated that talks about engines are progressing in the right way, but admits that the FIA ultimately decides.
The head of Formula 1 was asked what extent the FOM was involved in the meetings and whether they could influence the outcome of a return to V8 engines.
He said: "For me, the most important thing is that there is an appropriate time to discuss this. As we know, the FIA has the final say on the technical regulations. But the conversations we are having together, which also involve manufacturers, teams, and drivers, are in my view proceeding in the right way."
When the current rules were introduced, Domenicali said there was a lot of negativity surrounding the new regulations, but he says that has changed.
"It’s incredible how things can change from month to month," he said. "I remember that at the start of this rule change there was perhaps a lot of negativity and major concerns. Now that has changed quite significantly."
According to Domenicali, these developments are part of Formula 1 and everything will work out in the end. "That is the evolution and character of our sport," he said, "at the beginning we always try to find problems, instead of looking at the opportunities that changes can offer.
"I think the main goal of the future regulations should be to keep everything as simple as possible, make Formula 1 lighter, with sustainable fuel and, of course, electrification. And around that, we should give the driver the ability to push as hard as possible under certain conditions. That has always been one of the main wishes of Formula 1 drivers."
Max Verstappen is an outspoken opponent of the current regulations and would rather return to the V8 engines but it contradicts some of F1 sustainability targets.

Domenicali responded that the focus should mainly be on logistics around Formula 1, because the cars themselves account for only a small portion of the emissions. "I don’t think this changes anything there, because the goal is to be CO2-neutral as a complete F1 ecosystem by 2030, and we are on track to achieve that goal. I don’t think the nature of the sustainable fuel changes the impact when you look at what we do on the track," said Domenicali in the presence of GPblog.
"As you know better than I do, what happens on-track accounts for one or two percent of our total emissions. Our main focus is on what we do in logistics. Because what we do all over the world is a massive operation. It is a massive operation. If you look at sustainable aviation fuel and how much we as a Formula 1 system have already contributed to that worldwide, it is truly enormous."
