Shrewsbury Town boss Gavin Cowan is hoping to add more attacking options to "balance" his squad.
The League Two club have made eight signings this summer, including Luton striker Joe Gbode on loan and former Cheltenham forward Josh Davison on a free.
But the Shrews head coach said any further deals could depend on outgoings, with both midfielder Sam Clucas and defender Tom Anderson up for sale.
The Shrews can only sign free agents and loan players after being placed under a transfer fee ban by the EFL until the end of the current transfer window.
"Some of the transfer-listed players need to move on at some point which they're eager to do," he told BBC Radio Shropshire.
"They want to play football matches and that will enable us to get in another striker and another number 10.
"So we are looking to add, but we have to be patient. We have to get the timing right and obviously we have to balance the books."

Stoke City winger Favour Fawunmi is among their immediate loan targets.
The 20-year-old West Ham academy graduate made seven League One appearances for Leyton Orient last season during a three-month loan spell.
"We really like Favour," said Cowan. "We're in conversations with them [Stoke] at the moment and hoping to close in on him but, again, we have to balance the books.
"He did exceptionally well at Leyton Orient last year, so we're close to agreeing that, we've just got to get it over the line."
