They'll make an offer to Holliday that is reasonable, given his injury history. As for the the $3.4M under the cap...that is plenty of room to sign Holliday. If they give him a $4M signing bonus on a 7 year deal, and the first year salary is $600K, then his cap hit is around $1.2M.
If the issue is the most money, the Chiefs won't be a player (that's not their MO). If the issue is good environment with a well respected coach and a legitimate shot at the playoffs, the Chiefs will be a contender.
...And it hasn't gone as fast as I thought it'd go....
