The Bird is the Word
Here is what I found out in the CBA about the upcomming FA period and the cost of Free Agency.
This article provides some additional stipulations in case the League Year before the last (uncapped) League Year under the CBA was a capped year. And there it is explicitly mentioned that it will take SIX year to become an UFA.
I have no clue how the year before the final (uncapped) year could be an uncapped year as well, but that may be another glitch on my side (I actually don't care about that one).

All that said - here are the RFA tag numbers for 2010 (in $M)
Veterans with 3 accrued seasons:
3.043 - 1st & 3rd round compensation*
2.396 - 1st round compensation*
1.684 - 2nd round compensation*
1.101 - original round compensation*
1.101 - right of first refusal
Veterans with 4 accrued seasons:
3.168 - 1st & 3rd round compensation*
2.521 - 1st round compensation*
1.759 - 2nd round compensation*
1.176 - original round compensation*
1.176 - right of first refusal
Veterans with 5 accrued seasons:
3.268 - 1st & 3rd round compensation*
2.621 - 1st round compensation*
1.809 - 2nd round compensation*
1.226 - original round compensation*
1.226 - right of first refusal
* or 110% of the previous year's pay (whichever is higher)
Now on to Free Agency.
Free Agency:
Special rules apply to only the final eight teams in the playoffs (those who survive the Wild Card Round, thus Final Eight Plan, CBA, Art. XXI, read the original text here (at the bootom of the page)):
ALL of those teams are excluded from signing Free Agents with some exemptions:

You must be registered for see imagesThey may sign any Free Agent who got that status as a result of passing the waiver system. This applies to all veterans having been released by their old teams prior to the end of the season and cleared waivers. This exemption thus not apply to players whose contract expired at the end of the season.
You must be registered for see imagesThey may sign any Free Agent that was on the teams own roster at the end of the season. This applies to veterans who wished to test the market before being re-signed by their old teams but then decide to return.
You must be registered for see imagesThey may sign a new player for any UFA they lost to another club (read: the "old player" has to sign a contract first thereby generating the right to sign another player for his "old club". However, the "new player" must have a salary LOWER than that the "old player" receives from his new club.
You must be registered for see imagesThey may also sign any Franchise or Transition Player according to the rules and regulations applying to those guys.

You must be registered for see imagesThey may sign ONE UFA for a first year pay of MORE that $4,925,000.
You must be registered for see imagesThey may sign ANY NUMBER of UFA with a first year pay of NO MORE than $3,275,000.
