TSV 1860 Munich have failed in an appeal against their enforced demotion from the third division due to financial problems, the German Football Federation said on Wednesday.
TSV Havelse will take their place in the third tier. 1860, meanwhile, will have to play in the fourth-tier Bavarian regional league next season.
Investor Hasan Ismaik did not meet financing commitments, leading to their demotion.
Insolvency proceedings are now under way at the traditional Munich club, which won the Bundesliga in 1966.
