If the knee was down short of the goal line, how can the runner extend the ball for a touchdown?

We're like one of those little problem solving toys you give your kids hoping it will keep them busy in the backseat during a long road trip but they figure it out in about 2 minutes

I thought so too, but on a second look...

Even on second look, I feel the same. It was a touchdown if the runner wasn't down. However, I think the referees got caught up in whether it was a fumble, which it wasn't. I do think the knee touched short of the goal line.
