Ya, that was my first thought. Defending yourself when your attacked from behind is worse offense than cheating? And don't give me the starting pitcher crap, because it's the team that gets punished because losing a starter without being able to bring a replacement up really stresses a bullpen.

When a starting pitcher is suspended for 10 games it really means 2.

That's a complete myth.

What happens when you suspend a pitcher for 10 games?

Somebody from the bullpen has to start two games for him. So now the bullpen is pitching one pitcher short for ten games. So the team is without a bullpen pitcher for ten games.

Think about it.

... and a bench player has to fill in for the starting everyday player for the amount of games he is suspended, leaving the team short as well. Suspensions are meant as penalties for players and teams.

Agreed, that's why a pitcher's 10 game suspension isn't really two games. That's my point.
