Under 1min, i think, an offensive penalty results in a 10sec run off. I'm not sure if it's all penalties or just things like false starts, holding... Penalties at the line.

The clock has to be running, and it's only motion type penalties. But in this instance there was no penalty.

When I lived in NY 0-4 was a winner just like 4-4. But only for half the odds, if you think about it it's just as hard to go 0-4 as it is to go 4-4.
