remaining cap space explained?

I read a post a while ago on here about how Bidwill has to spend up to a certain amount of his cap space yearly or the remainder is split up amongst the other players on the roster for the year (or something along those lines).

Anyone know where that post is, or could provide details of what I'm talking about?
