Which suggests he might have a fair eye for talent and potential plus a desire to improve the team when it's possible.

Also one could ask, why was Payne signed so late in the 2019-20 bubble season with the Suns need at point guard so obvious.

The bigger point, there are always players that develop at different speeds. Sometimes one can catch lightning in a bottle if one is willing to take some minimal risk. I'm talking about using a two-way contract if a player with potential comes along.

Nobody is arguing that. If a player with potential comes along, then sure, sign him to the 2-way -- but you're not going to pay someone to fill the spot just to have it. There are a myriad of reasons why someone you really like isn't signed.
