It’s probably both. Kyler is afraid to throw the intermediate and deep outside-breaking routes where MHJ likely could maximize his skills.

So when you’re “feeding” MJH, you’re throwing short, in-breaking stuff where MHJ isn’t really twitchy enough go get the most of it and he gets creamed.
