@Chopper0080 is saying is that Monti and Gannon are trying to build a roster around Kyler robust enough so that even if he keeps playing at the level we've seen, this team can't help but stumble into nine wins.
This is similar to what Philly did last year where Sirianni went 11-6, made the playoffs, got rolled by Baker Mayfield, and Sirianni went into this season on the hot seat. Also similar to the Dungy Bucs in the late 90s/early 00s. They were 48-32 over five seasons with just one division title and two playoff victories.
How funny would it be if Kyler were our Trent Dilfer.
