We're not training our police officers correctly.
We've allowed the military culture to infect our law enforcement organizations.
And we wonder why a cop will tackle a person with no arms or legs because they're not listening?
I'd like to see that POS use the "I was in fear for my safety" defense here...
Pardon me, but as a veteran who was stationed in a war zone at one point, I need to correct you here: ROE in most places, including war zones is not even REMOTELY close to allowing this kind of contact with civilians unless they're literally shooting at you...and even then, there are situations where all you can do is seek cover and not fire back.
This is less "military culture" and more "thug culture."
I agree. Having zero military background I don’t think this is acceptable behavior anywhere. That’s a thug plain and simple. Shouldn’t possess a badge.

I think I understand what AZC is trying to say: In that that a-hole would just be another a-hole as a civilian. But since he's been given authority, he's able to act out his worst impulses under that authority.
