    Yes, but given the unlikelihood of SOS being exactly the same for two teams, it would be extremely rare to reach the third tie-breaker. Guess I should have been more clear that I think head-to-head sweep should be the first tie-breaker.

    That's the point - if two teams finish with the same record, the one with the easier schedule is probably a worse team, thus gets a better draft pick. EDIT: Although, I think head-to-head results should be factored in as well, if applicable.
