Notice the bottom of the page? Could it be that there are methods to the compensatory picks?

* Compensatory picks at the 2004 draft will be determined by a formula factoring in net UFA losses (signings minus players lost) as well as other factors such as salaries.

Not sure what constitutes the column on the right. Players who didn't end last year with a team??
