We end up with a tie or Obama wins 282 to 269.

If they tie, does this mean Dick Cheney would pick the president!!!???

No. In the event of an tie in the Electoral College, the newly sworn in House will select the President in a vote. Remember that the house is sworn in on January 2nd, and the President January 20th.

Which means, who ever controls the house in the event of a tie controls the Presidency.
