Pelosi was caught violating the clearest and most basic law of all, the limits on contributions. Her fine was $21,000.
Two other Democrats have been fined in the deal because of receiving money from the committee overseen by Pelosi.
Pelosi has been in the forefront in "campaign finance reform and has made comments such as these:

Aside from the amount of $ involved...the violations are the same inwhich DeLay got indicted for money laundering in Texas.

AUSTIN, Texas - A Texas grand jury indicted U.S. Rep. Tom DeLay on a new charge of money laundering Monday, less than a week after another grand jury leveled a conspiracy charge that forced DeLay to temporarily step down as House majority leader.
Both indictments accuse DeLay and two political associates of conspiring to get around a state ban on corporate campaign contributions by funneling the money through a political action committee to the Republican National Committee in Washington.
The RNC then sent back like amounts to distribute to Texas candidates in 2002, the indictment alleges.
Was she indicted by a grand jury for a criminal offence ?
Not being familiar with either case that much how do the two compare ?
Is Delay facing jail time if convicted or just a fine like Pelosi ?
Nope. Apparently california money laundering laws are not as stringent as Texas (where DeLay got indicted). So in short you will never see her have to answer to a jury from california.
Pelosi was found guilty by the FEC. Rather than refer the case to the Justice Department for prosecution - the FEC allowed Pelosi's two committees to negotiate "conciliation agreements" under which they were fined a total of $21,000. So the federal issue is closed.
DeLay could indeed possibly be facing jail time.
Because DeLay got indicted (Republican rules - not house) stipulated he step down from his post. The Democrats do not have a rule requiring Pelosi to resign, even though she admitted to the violations and paid the fine.
Ok, I read up on both and not being an attorney I am still unclear but it seems that there may be significant differences between the two.
It appears TD is accused of deliberatly trying to cicumvent election law in texas.
Pelosi claims that they had checked with the FEC and were told what they were doing was ok. If so this was a mistake.

As they got off with a fine I tend to believe this. Conversely Tom Delay seems to be accused of deliberate deception.
