Yes - this is a strategy used over the years by whatever party gets a stranglehold on power for any length of time - it has often been used to affect ethnic and racial communities at local levels, usually to dilute voting power. The vote is just too damn precious to be messed with. (Or maybe this is just more evidence the vote is a waste of energy.)

Looking at the issues, I would say that was to the detriment of Californians. Wasn't one of the issues to raise tenure of teachers from 2 years to 5 years? What was wrong with that proposal?
