FEMA - should the Federal Government subsidize poor planning?


Every year the Federal Government spends billions on disaster relief/recovery/insurance programs for people who have built in flood plains, on barrier islands and other places not suitable for development. This relief encourages people to rebuild, starting the cycle over for the next flood/hurricane.

Should the Federal Government be subsidizing this poor planning?
