To go off on some self flagellation that the U.S. was the only source of all that was neocon evil is ludicrous. A great portion of the the chemical technology came from these countries: Russia, China, Germany, and France.
The Iran/Iraq war was a freakin testing ground paradise for East Weaponry Vs. West. Throw in countries such as Spain, Argentina, Brazil, Egypt, Libya, North Korea, checkoslovakia, and Israeli ....you'll find quite a few countries sticking their finger trying to make an extra buck.
When Saddam provided a report to the UN (2002) that listed the corporations and countries that provided chemical technology to Iraq - the U.S. didn't even make the supply list. Did he forgot about the U.S. being his sugar daddy?
Even if we did make the list - the largest suppliers of materials for chemical WMDs came from Singapore, Netherlands, Egypt, India, and Germany.
As far as Saddam and his relationship with the Iraqi's - he suppressed anybody within his reach (regardless of faith) after the JFK CIA gave him the green light to throw his little coup.
