I saw the before/after footage. Kerry was attempting to make a joke about how W's an incompetent boob with a failed Iraq policy. No reasonable person would disagree, in my opinion. Whether W's an incompetent boob, and whether his Iraq policy has failed, are debatable, and is far more appropriate for discussion here.
