Amid calls for his resignation, Defense Secretary Donald H. Rumsfeld drafted an apology Friday for not keeping Congress informed about abuses of Iraqi prisoners in U.S. custody, defense officials said.
He planned to deliver the apology in a Capitol Hill appearance demanded by angry lawmakers. Rumsfeld also was expected to call for formation of an independent commission to look into the abuses and how the Defense Department handled them, one Pentagon official said on condition of anonymity.
Dumb. No reason to apologize. You cant micromanage a 600,000 man army from that far up.
Only Wally and k9 are capable of that. Rumsfeld or any other possible Secretary of Defense does not have that kind of skill. Only dictators or posters here have that.

First rule of crisis communications: acknowledge the problem.
In apologizing to Washington, Rumsfeld isn't saying "hey guys, sorry I didn't stop this from happening." Rather, he's saying, "Hey guys--I knew about this and didn't tell you about it. That was wrong; I'm sorry."

Pretty nutt on his part. First, he withholds information from Congress, then he has to ask them for $25.0 billion more to keep the operation afloat.....I guess I can understand why he feels the need to fit in an apology at this point.

Acknowledging a problem and apologizing are two different things. The first is to stay out of denial and focus efforts on root causes. The latter is the acknowledgment of some guilt or culpability (sp).
Those are my definitions. I don't think he apologizes but should acknowledge there is a problem. Unless, of course, it is found out that he did know well in advance and had ample opportunity to inform the Congress. If so, then he is culpable and needs to ask for forgiveness.
