The Bush Administration has placed a lot of emphasis on privatizing many functions of the Armed Forces - especially in the support areas. Multi-billion dollar contracts have been made with companies such as Haliburton to provide support for the Army.
Evidence is mounting that this policy is a disaster - the living conditions in Iraq for our soldiers is horrendous, and the private contractors are not willing to go into danger areas, despite the billions we are paying them.
Despite all of this, Rumsfeld wants to accelerate the privatization of supplies, etc.
Below are links to a few articles on this. Granted, these are from sites that are not very friendly to the Bush Admin, but they do have a lot of quotes from areas that normally would support the Admin - including the Army Times.
