McCain backs Saban for Sheriff


I just heard on the radio that Sen. McCain is supporting Dan Saban in the republican primary for Sheriff.

I agree, it is time for Arpaio to go.

I, too, agree. It is time for a change.

But, at the same time, I will be amazed if Sheriff Joe doesn't get re-elected.

Jesus could support Saban and he'd still lose by double digits to Arpaio. The popularity of the guy is astounding. But then, I remember Ev Mecham actually getting elected as governor here, so maybe it's not astounding.

9.)Show me the money: Joe says he is saving us money, but in 3 terms in office no surplus moneys have been turned over to the county. The Jail canteens generate $4-5 million annually. Where is this money going? At any given time numorous members of the Sheriff’s office are on administrative leave. That means they are collecting a paycheck while not providing service. There is available office space for the sheriff and administrative staff at the jails at no cost to the voters however, Joe has a 10 year lease on 2 floors of the Wells Fargo building in downtown Phoenix which will cost the taxpayers $5.5 million. The savings alone would pay for 160 deputies.

8.)Lawsuits: Joe himself admits to the following on a KXEM talk show in August of 2003; the county has actually paid out about “$30 million” in lawsuits since he has been in office. “Part of doing business” He claimed.
In a settlement case on a Tent City attack on Jeremy Faunders, Arpaio testified that he did not know about rebar tent stake accessibility as weapons and that there were irresponsible conditions at Tent City, which created a substantial risk of inmate violence. The jury found that Arpaio lied about his knowledge of the stakes. The jury found Arpaio personally responsible for part the damages and awarded $600,000 to the inmate.

7.)Publicity stunts: In March 2004 Juvenile chain gangs were started. This requires 7 Detention Officers and comes at a time when the jails are almost 350 officers short. National studies and a 1998 study by ASU on Maricopa County released inmates show that harsh treatment of prisoners has no evidence of reducing recidivism rates. Joe makes prisoners in Tent City use special post cards with his picture on them to send correspondence. Countywide prostitution stings and round ups used 300 employees (Posse & Deputies) without a single charge being filed by the county for the stings while there were 12 unsolved execution style murder cases in the West Valley. A Channel 12 poll reported that 2 out of 3 people didn’t think this is what the Sheriff’s office should be focusing on

6.)Misuse of Resources: December 2003. Arpaio announces he plans to have deputies randomly stop cars with children in them to hand out toys. It is illegal to stop a vehicle without cause. Mr. Paul Fudurich, the donor of the toys, said he gave the toys so they could be handed out to children who were victims of abuse or mistreatment. Lt Dave Trombi and Capt. Ray Harkey attended a political forum created for Tom Bearup in Cave Creek in June of 2003. They were “on the clock” at the time. Their stated reason for being at the forum was “to counter inaccuracies.” Deputies at this time were understaffed in the Cave Creek area and their presence was a potential violation of Arizona law related to use of county employees to influence an election. ARS 11-410.

5.)Bologna: Arpaio claims credit for being the first sheriff to feed “green” bologna (surplus food) to inmates. Jails and prisons here in Arizona and all over the country feed surplus food to inmates and have done so for many years. The other sheriffs and agencies don’t hold press conferences to point this out. Arpaio claims credit for saving millions by feeding the inmates green bologna… again, if so much money is being saved, where is it?

4.)Deputy training and safety: March 2004, Deputies assigned to patrol East Mesa, Queen Creek, Sun Lakes, Guadalupe, and south Tempe encountered at least 2 incidences where they faced dangerous situations without backup. One Deputy had to give first aid to a suspect he had just shot after the suspect attacked him with a baseball bat while holding off irate family members while waiting for back up. Many times city police officers are dispatched to back up county Deputies. Detention officers are promoted to Sergeant without a formal training process. Low moral results from lack of leadership training that these first line supervisors do not receive. Line officers are often not included in jail design or strategic planning. January 04; a tour of the new 4th Avenue jail revealed that it is poorly designed with plastic dividers in the showers, folding hooks for towels and fire extinguishers inside housing units. All could be used as weapons.

3.)Relationships with state and local law enforcement agencies: According to most of the sheriffs in the State Sheriff’s Association, Joe does not have a very good working relationship. Joe openly makes fun of the smaller offices. The other sheriffs vote down most of his ideas. Arpaio brushed off criticism of the Fountain Hills Law Enforcement Advisory Committee by saying, “this committee has no authority over the Sheriff’s Office, it’s just a citizen group… they don’t advise the sheriff. Nobody advises the sheriff, I’m elected.” West Valley Chief’s of Police are continually frustrated about a lack of satellite jail facilities and changing rules related to booking prisoners at the Madison street jail.

2.)Working and playing well with others: In a time of increased concern about illegal immigrants and terrorists the MCSO has no procedures in place to question people who are arrested and booked into jail if they are illegal or not. There is no citizenship verification so an INS hold could be placed on a prisoner. As of February 2004 there were only 16 INS holds for over 8,000 prisoners. The sheriff’s office frustrates Air Quality Inspectors in the county for not cooperating with them in Air Quality violations. Even with detailed information on suspects MCSO would not take action. MCSO is also past due on most of their vehicle emissions tests. AZ Republic reports them as one of the biggest violators in the valley.

1.)Loose Cannon, no seriously: It’s no secret that Joe shoots his mouth off on a regular basis (see publicity stunts) however he now has a .50 caliber machine gun. In May of 2003 he claimed he was the only law enforcement agency in the country to own one and “he’s not afraid to use it.” Even though every other agency in the country realizes there is no safe application for such a military combat weapon in local law enforcement. Arpaio told News 5 that he doesn’t need permission to shoot down air planes, “I’ve got permission. I’m the elected Sheriff. I decide whether that gun will be used or not. I don’t need permission to shoot down air planes.” It might be of importance for Arpaio to note that even the United States Air Force needs Presidential authority to shoot down planes…he probably should leave that up to the experts. This gun cost the voter’s of Maricopa $12,000.

Sometimes I wonder why such an important post is an elected one. I don't know that law enforcement should be in the hands of mob rule.

Would you rather have it in the hands of politicians? I don't think they would be any better at appointing someone. And who would decide? The board of supervisors? Now that is a scary thought. :shudder:
