While there are still challenges to the need for ID to vote in AZ due to the passage of Prop 200, the voters in Mexico seemed to be required to present an official voter registration ID card.
I viewed a news piece about the Mexican Presidential election which showed a polling place with election workers thumbing through a large book with photos and names (presumedly) to check in a voter to get a ballot.
It looked as though there was a photo ID voter's card issued to each citizen when they registered to vote and that it had to be matched with the rolls (name and photo) in order to vote.
Anybody have any ideas on the fraud reduction process that the Mexicans use?

Here in Oregon we have been voting by mail for a number of years now. I don't recall Az's process, but when a person registers to vote, isn't their ID varified? I'm a bit confused about the need for a photo card, not that I think it's a bad idea, I don't and like it. I just wonder why they are issued a voter card if they are illegal?
