I know that to install Hebrew so I could write and also receive it and see it on websites, I went to the languages thing in the Windows XP control panel, clicked 'add language' and selected Hebrew. It has all kinds of languages, so I'm sure if you install Spanish or French it will include the special letters. Hebrew's a right-to-left language and non-western letters and a different keyboard set up, I had to put in the OS disk one time and click a couple things, and I doubt you'll have to do that.
The other thing is that in your normal word processing program they probably have some sort of 'insert symbols' menu -- that's what it is in WordPerfect -- and one of the options is 'multinational' and it includes accent graves and tildes and umlauts -- so you could cut and paste from your wordprocessor page.

hebrew classes from 1st to 8th grade, one year in high school and two semesters in college. i'm afraid to say that my vocabulary has disintegrated horribly and i'm sure that i could only speak now in halting phrases. of course, it's not like i have many opportunities to break out some eevrit.
