ok - I think I know. mods are like hall monitors, whereas admins are the ones who run the forum - upgrades, etc.

Admins have the ability to configure the board - add forums, create custom styles (like Micro-ASFN and the others), add moderators, smilies, and the like.
Moderators have the ability to edit/delete/move or lock threads or posts within the forum they moderate to help keep the board on-topic.
