Is there a way to keep it from coming up? I find it very annoying. I'm not even sure what I'm supposed to do to get past it.

I didn't think it was a bug. There is a place to list tags. Do we really need the pop up? I hadn't started a new thread in a long time and I found it very confusing as to how to get past it.

Just add a single word related to your post. I thought it was silly at first, but it really aids in the mapping and search ability of the site.

Under Tag Reminder Profile, change the radio button from Yes to No.

It does make searching better for all of us AND for people on places like Google, etc.

Tags are huge, they are on every blog, or flickr, YouTube, etc...
