Chandler Mike has the final say, but I've helped maintain the smilies in the past.
If there are 3 or 4 that folks really like, then I can add them for now.
Also, if there are lame ones that don't get used, let us know so we can remove. Adding smilies makes the dropdown list longer and is kind of a burden for dialup users that have to cache them.

too bad there isnt software that allows a user to have their own custom smilie-base... one's they like the best or the ones they use the most often.
