What is the rule as to when to use "effect" or "affect"

I always get those mixed up

I'm not BIM, but I did stay at a Holiday Inn Express last night.

"Effect" is usually a noun meaning "result".

"Effect" can also be used as a verb meaning "to bring about".
  • The present government effected many positive changes.
